I imagine the economic down turn had little to do with his policy and more to do with him. If you have a good economic president in the white house, like Clinton, the end of his term will always end with an economic down turn. Then that wacky little election came along; people were unimpressed by the outcome (Many calling it undemocratic).

There have been plenty of past wars in U.S. history. With the exception of World War I, the U.S. usually ends up on it's feet after words. This war, on the other hand, was obvious under funded and miss-resourced. The U.S. was never really good at extended peace keeping through out history. Their soldiers tend to be poorly trained compared to other countries (War of 1812 and civil war had instances of Americans raping civilians, World war I and II had an inordinate amount of reports of American friendly fire, ect.). It's not surprising that they fucked up a lot in Iraq and lost tons of capita for on outdated sense of Moralistic Democracy that's beginning to freak out it's neighboring countries.

Well, no circumstances are equal. The economy has done fine under other war circumstances (WW2, for example) anyways. Much of the money Bush has spent that has led to the deficits have been trillions of dollars in tax cuts and many billions on failed bills, as well as Iraq which was an entirely worthless war in terms of benefits America has received. In my opinion, they didn't do much to help the economy, save giving rich people more money and temporarily raising consumer spending. Most economists agree longterm deficits are bad and will severely impair economic growth.

In the end, war was a choice that Bush made. The Iraq war was far more costly than the conflict in Afghanistan, largely due to occupation expenses and the fact that we had far fewer allies in Iraq. The cost of that war though pales in comparison to the size of the tax cuts Bush has enacted. The costs of cleaning up 9/11 were significant but in the end it was nothing compared to the damage a tornado inflicts upon buildings. The subsidies were a choice, a poor one, in my view because I don't believe in corporate welfare.

So to answer your question, yes he chose much of his path so I believe it is more than fair to compare the two periods.
